Just finished my first blade made of some old Nichoson file. I temper it in hot veg oil after the quench lets my son to put it out after half of an hour. I forgot to the the second temper and it was over 2 days passed. Will the delayed second temper effect toughness or anything or need to re HT?

I wouldn't worry about it since you got the initial temper. Go ahead and temper again if you want.

For a file (roughly 1095/W2 type steel), the temper should be in the 425-450°F range. I would use 450°. What temp was the oil? How was it measured?
A delay between tempers in this steel should not be a problem.
