I can not speak for Survive! but I rarely keep more than $1K in my PayPal account and ever since they made their policies even more skewed toward the payment issuer, I try to keep my average daily balances in the $500 range just enough for refund requests (which I do not get too many of) or when I make sundry business related purchases. I will not go into as to why I exactly distrust PayPal with keeping large sums of money in there (large enough relatively speaking to me) but again I must stress that lack of enough cash in Survive!'s PP in order to honor immediate refunds may have nothing to do with the state of their financial health. If the refund is being issued through their bank account whether by way of a business check or PayPal as a transaction conduit, the better barometer would be the completion of that refund process as opposed to the guess work as to why or why not funds are avail in their PayPal.

I have Been using Payapl for many years and myself have transferred many thousands of dollars through paypal as a payment conduit. That includes buying and selling.
I don't keep ANYTHING in my paypal, I use a private bank account as a firewall. Paypay can freeze paypal accounts at anytime but not a private bank account it's linked to.
I have my paypal linked to a private FDIC bank account. If I want to transfer money to someone via. paypal, it goes directly from my bank-account to the recipient through paypal and there is zero delay and it is seamless... unless of course I don't have funds in my Private Bank account in which I would have to electronically transfer from my main checking to my private bank account. The time to transfer money into the Bank account only takes one business day as is the norm. Therefore The ONLY criteria I can see to judge SK!'s "expediency" in a refund is How long from the point of acknowledged the request, to when it shows up either in full or as "pending" in your paypal.
I actually would not even be here in this thread had it not been for blowing past the refund time I was given, (and) the other customers saying they haven't gotten thiers either and going on three weeks.. Otherwise, one week IMO woudln't be a big deal at all or reason for concern.
