That's true at the surface of the cut.
As you go deeper the area of contact increases.
Then there's the coefficient of friction between any two items in contact.
Which says it takes for energy to start movement than to continue the movement.
Which also derives advantage from the smaller initial contact area.

seems to me the recovery stroke on a khuk would be much faster and easier than with an axe, the weight of which is at the end of the tool. Perhaps this is the factor in the dexterity of the khuk.

Yep, I think so. The further the mass from the P.O.B., the heavier and less dextrous the implement feels. Since the POB on an axe is like an inch or two below the axehead (in most instances), and a khuks balance point is like 2-4 inches in front of the bolster--well, you do the math.
