The closest I know of is SOG, where you can change out the multitool blades and even reconfigure if you find a tool you want to add. I think one guy even modified a blade he had swapped in to make one he really wanted.

When I first saw the thread title, "Design your own SAK game", I thought ... like, mumbletypeg?

Take a Vic Rucksack. Like mine. Great knife, but it's a little small for my hands, and the blade is a little lightweight.

Size it up to a 4.25" blade and saw. Double the thickness of the blade. Replace the plastic lock thumb tab with a metal one. Add a 4.25" file blade with coarse teeth on one side and medium on another. Add a multi-purpose hook. Add a penknife blade. If there's room on the back, add a Phillips screwdriver.
