I have a Deviant Blades bali up for sale. It is in excellent condition, only flipped a few openings/closing, never dropped, never used to cut anything. The blade is CPM 154 and the handles are titanium. Blade is alittle over 3 3/4" and the handles are a little over 4 3/4". A really beautiful balisong from a great maker.

But to answer your question no it does not come with a latch. When the maker designed it he spoke to several prominent flippers and used their feedback to design it.
