Try an air compressor? Old toothbrush? You don't want anything that will contain lint because then that will get in there. Try a wire brush, that's what i clean my files with. Never really had to clean a multi tool one, but yeah, a tooth brush or wire brush work best. Try not to use any liquids.
The Leatherman website has some general care instructions but nothing specific about the diamond file. I clean the diamond file on my Leatherman Wave with a rag (a tooth brush should work well also). If its in rough shape, I suppose it could be cleaned with Comet.
Here's how DMT recommends caring for their diamond stones:
Clean your DMT® sharpener after each use with water and wipe dry. After several sharpenings, use a mild kitchen abrasive cleanser and a nylon scrub brush (an old toothbrush works well too). Comet, Ajax, and Zud work well. Make sure the sharpener is dry before putting it away.
