do I need quench plates for these steels?

Yes, those steels will work well with quench plates.
You find them anywhere you can find thick aluminum. Scrap yards, on-line metal suppliers, .,...ebay for many. A pair of plates 16" long X 3" to 4" wide X 1.5" to 2" thick is all you need.
 
plates are not needed but you will get better results if you use them
i have two 6x18x1 inch that i ordered online years ago. they are great faster quench and dead straight blades
