A) No one that I know of makes one. It is 0.050" thick, so not that easy to do, and I don't think it is a stock thickness for a sheet of titanium.
B) It is a titanium spacer, so red is not possible as it is not in the anodizing color spectrum of titanium.
Just remove it and sand off the purple using a Dremel abrasive buff. You can then anodize it to a color more to your liking. Bronze/gold would look good with the green scales, as would the simple natural finish of titanium. If you want, I can anodize it for you.
