Does out of the box sharpness correlate with the quality of the rest of the knife?

Quite a few years ago there was a bit if discussion in the industry about sharpness and liability. Makers and manufacturers were actully concerned with morons cutting themselves. We still see it at every knife show and it still makes a some makers and promoters nervous. Can anybody tell me what the current take is on this matter. I've been out of the loop for a while.
I don't know if the threat of liability could be a factor. I believe at one time it might have been.
