Title says it all just refunded somebody cause they had the wrong address on PP and ended up paying twice becuase of that. Does Paypal charge a fee for issuing someone a refund? Cause looks like they do from what i seen but not sure. Thanks

No they do not! If you give a full refund the fees are removed. If you give a partial refund the fees are prorated.

If you issue a Refund from the PayPal Transaction Page via the Refund button associated with the Transaction- it just nullified the transaction and returned all funds. At least it did the last time I used it. Prorated also if issuing a partial refund.

Any fee should be given back if the refund option is used on that particular transaction.
I am not entirely sure however how it works for family and friends "Gift" option paid via Debit or CC. (If it's paid in either manner, there are fees involved either on top of the amount sent or taken from the amount sent).

No they do not charge fees. If you read the Paypal page and search for refunds in their FAQ section you can get direct answers. No need to speculate when you can get accurate answers directly from Paypal.
