Fixed blade- 2.5-3 blade. Drop point or similar blade style. 6-7" overall length. Either a premium stainless or premium uncoated tool steel in a relatively thick blade stock for the size. Bone, stag, micarta scales with lanyard hole. Leather sheath set up for horizontal belt carry, with good retention and no retention strap.

I would say the Bradford Guardian 3, but I think it is 3.5 inch blade. Comes in M390 and and a small run of 3V steel right now. You could probably find something on the knifemaker's for sale area here, there is always lots of great knives. Or at the very least, find a maker that will make you the knife you want.

I bought a Bradford guardian6 the other day. If I like it I am very tempted to get a G3!! They look like great little knives.

In the knifemaker's for sale fixed blade section there is one titled 16 knives in 3V, Aeb L, and O1. some of them are smaller. It is good to look around in that area, you often find good deals.
 
Swamp Rat Rodent 3.

3 inch blade and 3/16 blade thickness, OAL is just less than 7 inches

made from sr101(their proprietary name for their steel which is modified 52100 tool steel)
 
And a slight step up in size is the Busse AMS at 3 1/2" blade and 8 1/4" oal.

No Sheath option from factory
Would have to be stripped

Good news:
One of, if not the, best warranties in the knife industry
Great steel with a Really good heat treat
Plenty of sheath makers out there. Some even have the exact knife so you don't have to send yours out to have a sheath made.

I happen to have one in Hammered Silver with Natural Micarta slabs, squares are 1/2".

LIke rcb2000 and Rupestris posted, Bark River was my first thought as well. Great quality knives and warranty. You would need to tinker with the standard sheath to get it to work for horizontal.
 
Definitely given me some things to look at. Looking for something I can comfortably belt carry in the 4-5 o'clock area. Sheath options are where I seem to get hung up.

Keep the ideas coming if you got em.
 
There are plenty of people who make sheaths. Don't let something along the lines of the ideal knife be thrown off by something other than the "knife"...

Worst case scenario, you can replace scale material, have multiple sheaths made, blade shape (within reason) and even have the knife reground.
The Heat Treat is what you need dialed in. Everything else is more or less flexible.

Yes, you want to get as close as possible, Even hit it if possible. But don't let the lack of a sheath throw you off of an otherwise fantastic knife.
 
I like that K390 fixed blade, very tempting! My favorite small blade carbon steel!!
