Domed Scales?

Can someone give me a basic rundown of how this is done? I am ready to use a router to round over my slabs but I fear I may be taking off too much material? Just unsure of what to do next.

Not sure this will answer your question, but I attach the scales (front edge finished) to the knife and then work their shape to fit the knife and my desired handle configuration.

I don't think that many people use a router to round off handle scales. Most makers that I know glue rough cut slabs on the knife and sand the handle to finished size and shape, slower but control is better.
