You're not going to hurt anything with sandpaper unless it's on an angle grinder and you heat up and temper the edge. Most folks around here use a vinegar soak (24 hours +/-) to remove rust. Another real good option is a small 4-1/2" angle grinder with a wire cup brush. Cleans 'em right up and leaves the patina. I prefer the wire cup brush for all but the worst cases.
