Drill Press speed

What would be the maximum drill press speed recommended for knife making. I know that slower is better but I can only afford a cheap drill press ($150.) Most drill presses in that price range only go as low as about 500rpms. Is that slow enough if I go slow and use lubricant. I will not be drilling anything thicker than 3/16-mostly A2 steel.
 
I use a drill press from harbor freight, it is the $130 one. It drills steel really well. Just use cutting oil and you should be fine, with that drill press atleast!
 
We have had the same cheap itt brand 110v drill press for over 5 years..We often buy throw-away black and decker bits from wal mart and still get many,many holes from them..For pin holes we drill out with an oversize bit like say a size F for a 1/4" tube..Or a number 30 for a 1/8" pin..
