Duty Owed on Purchases Outside of US

Anybody have any knowledge/experience regarding this issue? I want to purchase an item from a member in the UK -- do I have to pay duties on top of the price if it exceeds $500 US? thanks for any help!
 
Duty free personal exemptions are at around $800 in one shot. You may want to ask US Customs for clarification on this.
