I'm just curious, how would you repair a chip in a horn handle? Am I right in thinking you would use some sort of black epoxy?
 
Epoxy works good. There is a knifemaker supply in Texas that carries different colors of epoxy. You can mix a little finely ground charcoal in the epoxy for color.
 
If its a big chip, if you have any spare horn (readily available in knife maker supplies as well as other places, but since Im far from home, and too lazy to google up some links, no links), you can try and cut a similar piece and then glue it in with superglue. Similar to fixing broken ivory. Should be near invisible repair. Though I suppose it may not be worth it if the chip is small.
