I would say keep "self-defense" factor out of the choice, unless she is trained for it. If she is trained, then the knife won't matter anyways. The other factors that you may want to consider are:
* the grip size - women have smaller hands, so require knives with smaller handles.
* the color of the handle - possibly, pink, green, etc. (not black mostly).
* there is a lot of choice in medium sized folders - native, FFG Delica, ladybugs (for her keychain as an additional knife), and so on.
I would recommend against a fixed blade, unless she is happy with the length, and remembers to sheath it.
