If I have a carry on bag for trains around Europe can I carry in
Italy, Holland, France, UK:

- 3 inch folder,
- SAK,
- mini prybar,
- Gerber Shard,
- Flashlights
- Batteries
- GMSR Radios

Can I check baggage them on plane?
 
I Live in Portugal, and as far as I know the only problem with those items would be the 3in Folder in UK.
UK laws are pretty restrictive, you can't carry a locking folder. Take a look here to see examples of UK legal knives:

About radios I can't tell you. Sometimes in the airports they complain and don't let you take with you (hand baggage) large batteries.

As far as I know those small prybars and flashlights are no issue at all.

In France they sell Autos on the online shops without restrictions, on Italy they sell ballisongs.

Since the UK went crazy about knives I just went there once, and I must tell you, I felt bad for not having my regular folder on my pocket. Really, not because I needed it all the time and didn't have, but because I felt like a sheep in a herd. They have CCTV cameras on the woods, right next to century old trees.
 
I can only speak for my country (Italy), and give u also a general overlook.
First thing that u need to know, it's that, unless u do stupid things, the chances that ur luggage or ur person will be checked is really low. I was never checked nor told anything when I carried knives. Still, u have to know and observe the law...
Italian law is a bit tricky and quite stupid about knives. They're considered kind of improvised weapons, and there are actually no strict rules on what u can carry or not (apart from daggers and switchblades that are illegal, since they're considered proper weapons).
The point here is, law says u need a reason for carrying a knife. Otherwise, virtually any knife is "too much" and therefore possibly illegal.
If u will be camping/hiking and so on, that should be enough of a reason for carrying blades, especially those u mentioned (a cold steel espada xl would be probably seen as "too much" if they check u).
For what concerns checked in luggage, here u should have no problems. Anyway, keep in mind that:
- the chances of being checked are low but
- any police officer could be against ur "justification" for carrying a blade.

I've traveled around most of Europe for over 30 years; most recently this past summer when I was in Germany, Austria, and the Czech Republic. I've never had a problem with any knife I've carried (which is a pretty long list). A big part of this is how you carry; don't think like a mall ninja and don't be obvious. Most Europeans still think of a knife as an essential pocket tool, especially outside the main cities. You'll see knives sold everywhere, most prominently in tourist spots (SAK) and tobbacco shops.

If you're going to hike/picnic (which includes walking around the metro areas) make sure you have a corkscrew on your SAK.

Also, if you're smart you won't take a knife over there, but buy what you want in country. That way you get a souviner and have an excuse to get more knives. Here are some of those I picked up and carried around this last trip:
