As far as I know it's just a common snapping turtle. Don't think those dinosaurs make it quite this far north.
I am actually pretty sure that is an alligator snapper. The pronounced ridges and points on its shell are a dead giveaway. Commons have a much smoother shell akin to a normal turtle. I live in the most northern part of illinois and the alligator snappers are actually more common than the common which is odd.
EDITED: Yeah check this out. What is amazing is just how much of the alligator features are visible in that little guy.

EDITED AGAIN: while I am 100% sure that is an alligator snapper I have no idea why you found it in wisconsin. The only explanation I can think of is someone was trying to populate the area you found it or released a breeding pair. Very odd but cool find.
