They remove steel from the edge, so, yes, they sharpen. It's more noticeable on push-cutting and chopping, though if your edges are very thin, you'll also notice an increased ability to make very thin slices.
I use mine to sharpen, and in most cases I see an improvement. Occasionally, I still get a knife that for some reason, the tapes seem to dull the edge a little. So I'll just make a pass on either side with the 600g stone, and it will bring the edge back.
When that happens, eventually I resharpen the knife and make s-sure (I'm stuttering online. great.... ) I use less pressure than the weight of the movement arm when I get to the tapes (if the arm presses down with 2oz. because of pesky gravity, I apply resistance so maybe only half that weight is on the edge; well, then the force of moving the arm itself in a parallel plane has to be reduced, too, so I end up barely balancing the stone/tape arm on the tips of my fingers as I sharpen).
Before, that, though, I steal C-Dawg and Ken123's idea and strop over glass with paper dotted with 0.5 micron diamond paste. As was said of such edges in the book of Edgeclesiastes: Mmmm nasty!
