From my experience in the Navy in the 80's, I remember FED. SPEC. would mean the specs for the item are the same across all branches of the military & other government agencies. The "Amend. 1" designation would probably mean that the contract for those knives specified an additional detail, like a sheepfoot instead of a spear-point blade. The various 'type' and 'class' and 'style' terms are there for inventory designations, and the "Grade B" designation might mean that these are for standard issue, not highly finished (retail) pieces - in other words, not sold through the military exchanges.
"Level B", IIRC, indicates inventory priority these items have; put simply, other more critical ("Level A") items - pilot's helmets, for example - would have a higher order priority; so if the unit's funds are limited (end of the fiscal year - God how we hated that time :grumpy: ) the "Level A" stuff was ordered before the "Level B" was.
I don't know the relevance of the "Type II" designation, or why yours would be Type II's.
