For importing ivory into Canada the person doing so must get a CITES certificate. To be able to get that certificate the importer must be supplied with information on the origin of the ivory, with proof if possiblethis should include the date that the ivory was removed from the wild, and names and addresses of previous owners, as far back as possible. This information must be supplied by the exporter. If Canada Wildlife Services determines that there is not strong enough proof that the ivory is pre-ban then they will deny the permit. If the permit is denied the ivory will not be allowed into the country.
