Actually, they are. People use them when they're late, when they are not really in a critical situation. Ask your local SAR if they deal with it. All the time.

People abuse the 911 service as well. And hospital emergency rooms. And cell phones. Make anything idiot proof and along comes some idiot to prove you wrong. ;)
 
What about a Breitling SOS. Hell of a good watch as well. Plus the analog gives you a compass.
