Good point - water, in many municipalities is pressure or gravity fed. Unless the main is severed or power is out for a long time, there will be some water pressure in these instances.
I certainly agree that there is no substitute for having a cache of water handy - easy to get a couple 55gal or 40gal drums filled and pre-treated. Figuring approx 1 gallon per day per person, this should get you through until you can find another source.
