(The bottom one is a Japanese kitchen knife, I think for sashimi; the little guys are a Landers Frary Clark on the left and a Queen Barlow with solid body on the right (patent 2787139).)

I think this Bowie is hand forged, filed, and heat treated. He has encapsulated the tang in a brass tube filled with lead, it looks like, which is a brilliant idea to keep the tang from rusting and popping the leather washers off.
However, I think the handle will spin on the round tang, and I'm seeking suggestions to prevent that. I'm planning to epoxy the leather washers to each other and the tang. Will that do it, or should I pin it also?

Obviously the leather needs a lot of cutting or grinding, before or after assembly, and I don't look forward to that. I might save it for something else and drill a stick for a handle. That probably would need pinning.

I want to do right by my predecessor and his project. Any ideas on how to attach to a tang like this?

Let's try moving this to Maintenance, Tinkering & Embellishment.
