Every Day Carry Under $30?

You can get a spyderco persistence or a tenacious. Great knife for the $$.

I'd leave CA immediately without regard to pocket knives but then I hate dictatorships. Anyway - to your question, I bought each of these for less than $30.

The SAK Huntsman would be great should you choose to remain there (lower chance of getting you sent to a gulag)...

The KaBar Dozier Folding Hunter (as has already been suggested) is a *great* one-handed opener. Love mine to death...

Wenger Swiss Army Knife, 'Traveler' or EVO S14 models, or the 'Handyman' model if a saw and philips screwdriver are more useful to you than a corkscrew, all of which can be found on ebay for <$30 each. If you'd prefer a different selection of tools or a serrated edge or a locking mechanism, those options ARE available, just peruse the web until you find a model you like, then search your preferred knife-purveyor for that model.
I consider Wenger superior to Victorinox SAKs based on blade, scissors, and can-openner design.
These are simple, classic, multifuctional, people-friendly tools - you'll be amazed at how often you find yourself using one, and the different tasks you can accomplish with the varied accessories.
Paired with a good hatchet, you've got an excellent camp set.

I would look at the Buck Vantage - Select series. The small blade version ( a little less than 3") is very nice, has a "low ride" clip and feels very good in your hand. I live in Northern Calif and picked one up at Bass Pro Shop in Manteca. I also might suggest the Spyderco Persistence which is also very high quality for the price, a little bigger and "beefier" than the Vantage. Either one would be a good choice.......................
 
CRKT Drifter. Bought it on EBay last week for $13.50 shipped. Great knife very slim. A bit heavy. But all around great knife
