You need to qualify the question by adding the word safe.
Most any blade can be opened fast. But can you open it fast safely while under duress?
My Mad Maxx blows autos out of the water with regards to speed. And you don't even have to touch the blade. Finally, when it's open, you've got an industrial strength frame lock making the knife almost like a fixed blade.
Certain designs, such as the wave feature, can be viewed as "quick draw" type of knives, but will ultimately fail when trying to deploy under duress. Try to "wave" one out of your pocket on the run, or when being kicked around. Most stud, hole and disk openers require a lot of dexterity and you can also get cut pretty badly if not executed well.
Of course, the option of inertial openings is another discussion. In that regard, my lowly Spyderco Endura is PDQ, when extracted and immediatly snapped into service, again without touching the blade.
