Rat 1, Rat 2. I also just picked up a Samrenmu 710 for 9 bucks shipped to my door and was very surprised by the quality... It feels really solid for the money. Can't wait to beat it up at work for a week or so and see how it holds up. It also came shaving sharp!!
 
Kershaw skyline all day. Also just jumped on the SRM bandwagon and was very impressed with the 710. Removed the handle logo and stonewashed the scales, looks classy.
 
I know that country of origin is not always correlated to quality, but I have yet to own any Chinese made knives, from any make, that I truly love. I've had a few that I liked but none really did it for me. The cheapest knife that I'll regularly carry is a Kershaw Leek, or Skyline too. But really the best bang for your buck in my opinion comes from Victorinox.
 
I got a Pocket Bushman for Christmas and I'm really impressed with it. Especially the value for the dollar. You just have to pay attention when closing it. The blade has great geometry and hold an edge well. I love the size, it's big, but it's slim enough that I can pocket it. It's not fast to open or close, but that's not always necessary.

Cheap is relative of course, but I don't think you can beat a Sanrenmu 723 for 7-8 bones. Came shaving sharp and perfect lock-up. I'm a big fan of choils so I like my 723 over my 710, which is around the same price and is pretty ubiquitously praised.
 
Inexpensive and very well made, my favorite is the COAST FX350. keepem sharp

For less than $30.00, an inexpensive knife such as the Zancudo should handle 90+% of most knife duties...

If you want cheap, then go Chinese.
 
I've really liked my Condor Kephart. With a small amount of sanding on the scales, it's become a great little belt knife that can do a lot, takes and hold a sharp edge, all for around thirty dollars.
