file work before heat treating?

I've seen file work done after marked on producton pices that were definatly heat treated first, but how about pieces designed with filework in mind? I imagine file work would be easier before a blade was hardened, but don't know if that makes it more likely to warp or poorly temper during heat treating. Thoughts?
