File work

I have seen several Knives in the gallary with very nice file work that I would like to try to replicate. Some that I have seen that go down the tang appear to have a black substance filled in so that the tang remains flush with the scales. Can anyone tell me what that is and how it is done?
 
Not to hijack this thread, can file work be done on a knife thats already been hardened? Suggestions on files to use?

Dremel with carbide cutters.

You can also color the epoxy with testors model paint and get all kinds of colors. Many times the paint separates after it sits a while, just pour off the liquid and use a dab of the thick pigment. It takes very little.

yes i cue chainsaw files to start it and take your time. It is not as easy as doing it before hardneing.
