do they make a file to do plunge that is on the edge and nothing on the flats.
if so where can i get one?

Vern,
While there are specialty files made in almost any configuration, most people just make a file to do such a task by killing the unwanted edges. You just run the unwanted edge of it quickly across a 100 grit belt on the flat platen.Not necessary to make it totally smooth, just so it doesn't cut anymore.
Same trick goes for making the safe edged needle files used in doing filework.

thanks Stacy, but i was asking cause the only files i have are square sided, and chainsaw file, not one that is rounded on the side. thought it would help with the plunge bevel .

I just use the round chain saw type, and a file jig. I file just short of the spine, then to my edge lines, then grind and blend. The round file I choose will be the basic diameter of the steel thickness. That radius of cut gives a crisp plunge line.
 
You could get a chainsaw file with the radius you want, and grind two opposing "blind" or "safe" sides on it.

At least half my files are modified in some way.
