I wanted to see anyone can tell me how to Heat Treat 01 steel for a fillet knife. I would like to be able get flex without bending. I am using 1/8 thick steel.

You're probably going to need it to be thinner to be a fillet knife.
The HT and the alloy do not effect the stiffness (within the elastic range of the metal) - only the thickness does. It will be 8 times more flexible if you cut the thickness in half.
As far as a HT for O1 for a fillet knife, I don't know the answer. I do know O1 is prone to tempering embrittlement that starts around 500F.
