Find me a cheap, folding, CARBON steel knife.

Hey guys I'm on a budget looking for a cheap locking folder with a carbon steel blade. The reason why I want carbon is because I want to try it out and see how sharp I can get it, also I love the look of a good patina so far my main choice has been. My budget is 13.85 shipped. I've looked at moras, but I would prefer a folder because I can't really carry around a fixed :P.

Cheap carbon steel folding knife - Opinel is the first brand that comes to mind. For locking folders I think all of them from #6 up are locking. I would say that a #6 or bigger Opinel would make the best choice. If you like the size of the #7 then I can't think of any reason not to buy one - $13.64 is surely not too much money for almost anyone.
 
The Opinel 7 you have in mind is a SPLENDID choice. There is only one caveat: try to keep the handle dry as when wet it will swell making it more difficult to open and close. FYI if that happens then the well-known trick is to hit it with the butt of the knife on a table and the blade will come unstuck.

Coating opienls handle with food grade mineral oil or similar few times and letting handle absorb bit oil also prevents water's damaging effects. Has worked wonderfully for my Opinel #8.
 
Plenty of carbon steel sodbusters available, and a few with a lock, but I don't know of any with both, and I've looked hard. Might be something other than an Opinel that will suit you, but I doubt there is anything better.

FYI I have a Carl Schlieper (German Eye) backlocking carbon steel sodbuster, HERE is the manufacturer's webpage about it. It's outside the OP's budget though.

Soddies are not out. Bear & son make two different size locking soddies in 1095 for about 24.95.
