This is a knife my friend asked me to make him.
1095, bocote handle, all sanded to 400 grit.
Is it good enough to give him or keep trying to get rid of scratches. Having hard time getting them off flats near bevel.

That's not bad, but if it were me I would definitely continue my sanding efforts, especially on the 2nd side of the knife you show pics of. Also, unless your friend dictated that finger notching, I would take the first indentation that begins at the blade, and blend it into what is now the 2nd indentation--the issue that brings is that your frontmost pin will look awful close to the indentation then....right now that frontmost notch looks small and out of place--does your finger fit in there easily? Just curious....

I copied the ugly knife he gave me.

I see, well then I would definitely make that change I suggested and tell him it's better knife than he gave you to copy--again look at a bunch of the knives from Dan Comeau and you will get a good idea of what handle shapes are tried and true.

finnish the flats before you attach the scales.
Do what you do well and don't move to the next step before you are done.
I don't see the point in taking the effort to make a knife, but leaving it scratched because you can't be bothered to do it well.
If you want to make a decent knife you have to spend a good amount of time hand sanding.

Seems like i keep going back and forth. Fix the flat and in the process i scratch the bevel. Fix the bevel and i scratch the flats. I dont want to ruin the knife

use masking tape and good sandsticks to wrap your sandpaper around.
Look up Nick Wheelers hand sanding vids on youtube.
And take your time. Don't get frustrated, you can get better and faster but take all the time it needs.
Better make one good knife then a hand full of mmwwooaahhhh-knives nobody wants.
Factories make those and they make them cheaper then you. Have added value, make something you can make and a production line in a factory can't

You have small surface on flats , that s why it is difficult to you to do it right . As @Hengelo_77 already mention you finish flats and bevel before you glue scale , that way tang of knife give you enough flat surface to finish flats right .In this case if it is my problem I will use fine scotch brite hand pads and sand the whole blade , flats + bevel and I will do that in vertical direction . . .. it will look excellent , just don t push to hard on pad .
On this knife I do it that way , it is beautiful satin finis but my pictures is not very good
