Fire in the Oregon WET

If you have cedar stumps in the area, sometime you can get some dry stuff by digging in a ways...
 
Is there a source anyone knows of for a civilian version of a "pencil flare" ? We had them when I was in the service. I always had a couple with me but I don't have any now. Any ideas?
 
Here are a few ideas. Seams like the hard part is getting the fire going. Once it is going you can put the damp stuff on. I like the idea of the mini lean-to.

1. I always carry fire starters that I make by cutting denim into 1" x 3" strips which I then dip in melted paraffin a few times(let it cool between dips). The nice thing is they are water proof. They burn by themselves for 10-15 minutes so if you have damp wood it would dry it out and then start to burn.

2. How about a Pepsi can type stove?

3. Cotton balls with petroleum jelly burns for quit a while too. I have started fires with this method and wet wood.

As a mountain biker don't forget that inner tube. next time you flat save the tube and cut in hoops. A one inch hoop burns for about 2 minutes and puts off a good size flame. Putting 2 or 3 of them on your tinder should give you a decent enough flame to get your kindling lit. I have practiced this before and the main hold up to getting a fire going is set up. Don't rush it, get the driest kindling and plenty of tinder.
