I have a bunch of these firesteels available for $15. They fit the leather sheaths perfectly and come with a striker.

Specs: rod is 2.5" long and 3/8" diameter.

Are the Army model firesteels, the ones being sold, meant to fit the sheaths? It seems like mine won't fit until I'm nearly about to bust the firesteel loop.
