Fixed Blade for a Law Enforcement Duty Belt

I would like some recommendations and ideas for a small Fixed Blade for a law enforcement duty belt that meets the following:
1. Black in color handle. My preference is G10.
2. Sheath that fits on a 2 inch wide duty belt. My preference is Kydex.
3. $100 budget, but if I need to, I will spend more on a custom knife.
4. Small, but not too small that it can't get the job done.

Gryphon M10 is good. But it really depends on what you prefer for a blade shape.

I'm a G-t0 LOVER but the Gryphon handle is the most comfortable handle of any knife I own. Any.

Emerson makes a Police Utility Knife but it's over your budget.
 
Spyderco Street Beat Lightweight. I own the Micarta handled version, and it's an excellent knife that I think would fit your requirements nicely. The Lightweight version is all black and also comes in under $100. Was designed by Fred Perrin as a self defense knife, but also works beautifully as an EDC. The oversized finger choil really locks your hand in.

How about a TOPS Ute? It's small, has the kydex sheath with a great pocket clip for a duty belt. Has a *very* tough blade, 3/16 thick 1095 with a more obtuse edge angle. Nice grippy handles with deep jimping. Here's a couple shots of mine: http://imgur.com/a/SuhAy
 
Esee 3 with black handles. Great heat treat, best warranty and ease of carbon steel sharpening. The sheath is not kydex but some plastic ( Boltron, maybe) . And unlike many tactical knives the 3 is thin enough to actually cut things!

I actually own a Brock Blade and really wanted to get some other ideas before I went that route.
I also own an ESEE 3 and I might just get another sheath and maybe paint the handles I already have on it.
 
My of the LEO's I work with that opt for a fixed blade go with Ka-Bar TDI or Esee 3. Me personally as a 20+ year firearms instructor and 25 yr LEO, I already have too much stuff on my belt so I carry a folder in my non-gunside pocket. As of late it's been a Spyderco Endura 4 with the Emerson Wave or the Spyderco Karahawk with the emerson wave. I also carry a Spyderco dragonfly in my shirt pocket for most of my EDC issues. The dragonfly has been there for a few years now while others tend to rotate.

I agree. Not a fan of visible fixed blade carry. I can't retain my forearm and a knife at the same time do something is always up for grabs unprotected.

I carry a Benchmade Contego stashed in a pocket and a leatherman in a belt pouch.
 
Well, I'm not a cop like you & several others here it seems, so I freaking love open carrying fixed blades & I applaud your choice to do so. I'm always going to suggest the Fixed Blade Exchange here on BF...they're all great guys, so you can either wait for the right piece to come up or find a maker who seems to fit your style & engage him about making your knife...most of these guys will expedite it for an officer & some even give discounted pricing for our men in blue. Your budget is doable at $100 for an EDC sized fixed with simple black G10 scales (scale materials don't get much less expensive or abundantly available than black G10), which will allow the maker to use a nice steel like CPM154 or 3V w/Kydex. This way, you get exactly what you want, & likely with better steel & almost certainly better style than a $100 production fixed blade. BTW, I accidently drove to the store & back last night without my drivers license on me...& I got away with it....that's right, master criminal...you'll never take me alive!
