I would like some recommendations and ideas for a small Fixed Blade for a law enforcement duty belt that meets the following:
1. Black in color handle. My preference is G10.
2. Sheath that fits on a 2 inch wide duty belt. My preference is Kydex.
3. $100 budget, but if I need to, I will spend more on a custom knife.
4. Small, but not too small that it can't get the job done.

Are you looking to cut stuff all the time or as a weapon? If you just need to cut random stuff every once in awhile and have the option to use it as a weapon/ last ditch emergency tool if needed then anything that matches your physical description would work. If you needed to cut a bunch of stuff then I'd look for something more than what's been suggested. Bradford guardians get good reviews and use good steel.
Wearing the knife right behind your pistol on your under belt allows a few more options size wise and quite a few more sheath options. Defend the knife and pistol at the same time if needed and your duty belt keeps the sheath tucked close to your body so it doesn't snag on stuff. You can also tuck longer knives into your back pocket that way if you wanted to carry something longer. I double up on that real estate and wear a leatherman on my duty belt over the sheath of my knife worn on my underbelt. The leatherman does a decent job of hiding the knife/ sheath unless someone is looking specifically in that area and black handles camouflage well against the dark blue shirt. If I'm wearing my outer vest carrier then I tuck the handle underneath the vest and the bottom part of the knife into my back pocket that way nothing is visible and it's completely secure. My flashlight and radio dig into my back/ass much, much more than my knives do and I carry knives with 4 to 5 inch long blades.
