Fixed Blade for under $100.....

Christ, just get a dozen Frosts Clippers. Remember it is "Frosts of Sweden" and not the "Frost" famous for Chinese junk. But on the higher end I recommend the SOG GOV-TAC 21B. It is made from AUS8 steel.
 
I got my son the benchmade 201+ activator for Christmas and have to say that I was very impressed - very comfortable in the hand, made from d-2 with a high rockwell number. It is a lot more robust than I thought it would be. Very nice finish. I am going to get one for my self.
 
Issue your men a Cold Steel Bushman and make them responsible for it.

I agree, take a beating if it gets lost $20 to replace.

Well, I think I have the perfect knife for you.

It's the Smith & Wesson Homeland Security Tanto, delivered to your door for thirty bucks from Smokey Mountain Knife Works.

It's got a tanto blade made from 440C stainless and can take any sort of beating you can give it. You can use it for cutting, prying, puncturing and anything else you can think of. It's got black G-10 handles and is 13-13/16" overall. Comes with a ballistic nylon belt sheath with a diamond sharpener. I thought it would be total crap, but it's a surprisingly nice find. The Cold Steel G.I. Tanto might also be worth a look, but I'd take the Smith.
