As a middle ground- since this was a well established campground attended by park officials, would it have been an aid to have a air horn "Tornado warning" style system with strong flood lights to wake and alert everyone to the rising waters? Maybe 5 minutes extra warning to get people moving and light to see by.
I am NOT familiar with this campground in any way but it seems the biggest issue here was that people were asleep and were slow to realize the increasing danger.
There are plenty of signs to warn people to stay back form waterfall and cliff edges but people ignore them and die- OK, they were warned and made a choice, no problem there. But it would not be over complicated to place a rising river guage upstream that sent out radio signal alerts to provide some early warning to sleeping campers.
