Who makes a good folder with a glass breaker, kind of on the inexpensive side?

The least expensive would be any knife you can hold that still has some butt out.

Boker Plus Tech Tools all have them, I think. One of the benefits being that you can throw one in your pocket clipless as an addition to your main folder or, if you spring for carbon fiber, use it as a gentleman's knife when the need arises.

Inexpensive side? I have a S&W Military & Police. It has a glass breaker. About $40

Local retailer has a line exclusive to their stores. This HK retail 40.00, bought on sale for 17.99. Cool knife and comes in full (shown) and mini.

The exposed tang on the butt of a knife will not easily break safety glass. Try it out for yourself. That is why hammers are not good at breaking tempered safety glass, glass is very hard.

If you have something harder than the glass then the TSG will break fairly easily, hence the inclusion of a carbide tip for breaking glass on safety response tools and some knives.

To show the concept, following is a video showing someone throwing a half of a brick and a dime-sized piece of the ceramic from a crushed spark plug. Which do you think will break the glass?

As to a cheap knife that has a glass breaker, search google for "knife with glass breaker".

I don't have any experience with extremely cheap knives that have a carbide tip, but there are other options - you can get an inexpensive tactical pen that has a glass breaker tip, and the usability of a cheap pen should be safer than a really cheap knife.

I had one custom made for my Emerson Commander. Titanium backspacer with carbide tip. All in all about $40 for the backspacer.

Boker Plus Tech Tool City 1 is a single blade slippy with a glass breaker tip. Good steel, smooth action, I removed the pocket clip for in pocket carry (very thin and pocket friendly) and it is very inexpensive. Hight recommend.

Another vote for the Boker Plus Tech Tool. Well made, useful tool set (including glass breaker), affordable.

Sanrenmu has several models with glass breakers.

Ganzo has a few also.

Boker Tech Tool is what I've been carrying (Outdoor 3) for the last week.

I have all three models mentioned above and prefer the blades on the Ganzo (440c) and the Boker (12C27) because of the better edge retention.

And, as a bonus, it's legal almost everywhere, rides well in the pocket and is quite innocuous. Many knives with glass breakers are either tacticool beasts, or purpose built rescue knives that may have limited functionality outside that role.

Plus you can get a handy selection of tools to go with your blade and glass breaker.

Tempered glass is not that easy to break, I've tried. I had a huge sheet of tempered glass I was trying to fit into a dumpster at work and it was too big for me to easily carry. I thought "maybe I'll just break it and sweep it up" so I pulled out my Umnumzaan (has a glass breaker on the tang) and tried to shatter said glass.

The glass took about 5 efforts to finally break, and when it did, my entire forearm went through. Had I not been wearing a thick sweatshirt and gloves, I probably would have ended up in the hospital due to severe lacerations.

First off the glass breakers on the butt of many a folder has it sticking straight up out of the top of your pocket waiting to keep poking you as you reach in and out of your pocket. Fort me I am right handed and carry my EDC tip up clipped in my right pocket. I am right handed, the glass breakers don't agree with me.
I carry one of these on my car keys and have one tied around the stick shift of my personal car.

This is another thing to consider. A punch-style glass breaker with a spring is gonna be a lot easier and safer to use. They're also cheap and easy to carry.

Note: What I'm specifically talking about is a spring loaded center punch (google that term if it's what you're interested in) most of the ones that are combined with knives or strap cutters or pens or ham sandwiches aren't strong enough, but a good one will break a window safely and easily.

These days I see our local Fire Fighters have them clipped to the collars of their turnout coats; they say the are their "go to" glass breakers these days.
