Forge Burner, stainless or not

Should a burner be stainless, or is it even an issue given the light duty cycles of most of our forges?

No. I've run gas forges 20 years and never had a stainless burner.

The only stainless I use is for the burner throats inside the forge itself. They are inside the wool insulation and can be replaced when they burn out, which they will over time.

I make them in stainless if I have it handy, but it should not make any difference in how the burner runs. The burner itself is fine in black iron pipe, but the final tube and burner flare will last longer in stainless.
