Gentlemen, quick question.

Acquired my first Frame lock the other day, Kershaw/Emerson CQC-6k. Frame lock is very stiff to disengage. It's not sticking, and lock up is nice, about 40%

I want to grind down some of the non lock up side to get better purchase on the lock bar. However I don't want to waste my time if frame lock knives are tough to disengage in general.

I'd give it a little more time and practice before doing any grinding. Tension on the lock bar can vary from make to model to individual versions of models. If you really think it is being blocked by the scales and liners seriously just practice with it. If the tension is just really tough, you will develop the strength to disengage it with practice. If neither of those work with time you could consider sending it into Kershaw and they would likely replace or repair it. If all those don't work, then you could consider grinding. That would be my last choice.

It looks like the texturing on the lockbar is pretty aggressive so maybe that's digging into your thumb. Grinding back the scale could help. I prefer a framelock with strong lockbar tension. I don't recall a framelock that was hard for me to disengage but I've had trouble accessing the liner lock on a couple knives like the Spyderco Positron and Spyderco Navaja.

I do like nice strong feed back. It just seems I'm having trouble getting my man paw thumb in there to disengage.

Some can be difficult to access, give it a little time. Sometimes the thumb gets "educated" to the knife.
