I cropped the top of this screenshot so as not to display the name of the person who received it. The man who received it alerted me that I had sent him a bill for $200. My account summary says nothing about it. The only thing I know how to do with PayPal is send money or transfer it to my bank. Myself and the billed party have both notified PayPal. I'm posting this to flag this scammer to you all.

It is trivial to create a fake invoice, and I bet the "pay now" link takes you to a site that is not PayPal.

There is little that PayPal can do about this, as mostly this isn't originated from their account as well. The two separate emails are a red flag including the fact that no reputed antivirus provider will have uncommon email addresses.

Glad you at least reported it to PayPal.

Me, this morning:

On 4-5-13 at 18:56:49 PDT, a bill for $200 (Kaspersky Internet 2013) was sent to (address removed) by you in my name. I would appreciate a prompt explanation within the next 24 hours as to the nature of this bill. Failing to do so may result in prosecution to the full extent of the law as it pertains to fraud.

His reply a few hours ago:

sorry I have confused some email addresses

.....
Riiiiiight

If you Google his email address, you'll find a single hit on a sight for downloading password cracking programs.

It was me who recieved the invoice. It was not a spam email, this was a legit bill in my Paypal account.

Of course it is a legit Paypal invoice, how else could a person be fooled into paying for it?

Problem is that the account paid-into doesn't belong to the legit Seller and any money sent into it gets taken out immediately by the thief. By the time PP looks into this fraud, the account is empty and the thieves are gone.

What a scumbag.

Kaspersky is an internet security software company (like McAfee) started by a former Russian intel officer. They advertise on TV. FYI.
