Now if he is all about utility it is hard to argue against the classic swiss army knives. Their popularity is not for nothing.
 
Anything by William Henry or Chris Reeve would be excellent; however, I prefer CRK (here's one in ivory):

I don't find the Spyderco Gayle Bradley to large to take in public. It's got elegant looks but is still a very hard user, this is a beast of a knife. (Note the same thing can be done to the M4 blade of the GB Air)

Consider a Spyderco Domino. XHP blade with IKBS, not too big not too small.
If he appreciates really well made and functional, I think he would like it.

I find this hard to capture. "Gentleman knife" and loving "most of all Tactical" are contradictory in my mind. I would suggest my favorite production knife of all time, the utmost utilitarian Spyderco Military :o like I always do. Unfortunately the gorgeous carbon fiber ones are discontinued sprint runs, but the Titanium ones (regular and Fluted) are easy to find. The Titanium Military could be the perfect mix of tactical, dressy and utilitarian. And below 300 USD. Which the Chris Reeve and William Henry are absolutely not.
 
Why not the benchmade 531 . You could buy one for you and him have it engraved for free from knife work's. It's a classy knife.
 
I have a son-in-law in that age-range, and he's an office guy also. I have settled on (I think) a Spyderco Gayle Bradley AIR with 2.56" blade of CPM-M4 steel. Outstanding edge-retention but not a bit intimidating for the other office-workers. I have looked at a bit of everything for him, including "old-time" traditional folders, Spyderco Leafstorm, Chaparral and Sage, but I think that the "Air" will be magic. The Air is "light as air" with a glass fiber handle, titanium skeletonized internal liners and Michael Walker LinerLock and weighs 1.3 ounces. There is purposely no pocket-clip and is expected to be carried in the pocket or perhaps in a small zippered case or pouch.
I think it will be perfect and would suggest that you consider it. I suspect he'll love it. And, it's cheap at about $155.00

William Henry EDC E6-3 or E10-3 with 2.75" or 3.25" blades of sharp D2 steel and Carbon Fiber inlays going for $275 to $325.

On the extremely affordable end of things, check out the CRKT Swindle. There is a fluted titanium version that just oozes class.
 
If it wasn't for the made in the USA part the Cold Steel medium Espada (polished)..Everybody that's checked out mine uses the word beautiful and the Spyderco Hungarian. Both knives have that classy look to them and are built well
 
A AG Russell 3" lockback in CF is a great little knife. It is 3" closed , not 3" blade. It comes with a nice leather pocket slip . I think the cost around 60 bucks. So , that leaves you 240 to a boy's night out that you can deny ever happened and will remember for the rest of your lives.

First would be a Chris Reeve small Sebenza.

If not that, the Spydercos...try the Southard, Endura, Gayle B., Tuff ...maybe a LionSpy.

William Henrys are great knives. It all depends on which style and look he'd like.
