Suggestions for:
- 2.5 to 3" blade folder
- Good steel (ZDP189, VG10, S30v, D2)

- Attractive for dress to casual wear

William Henry knives would meet every criteria. Some of their older discontinued models can be had online for under $400. Almost all of their new stuff is over that mark, other than their friction folders. They have a good mix of blade/handle profiles and handle materials. WH isn't the only choice that'd fit what you're looking for, but I'd say they're the nicest.
 
Jeff Clark is right. The Spyderco Kopa has VG10, a one and 15/16 inch blade edge, no pocket clip, typical Spyderco thumb hole for opening one handed, will be well below 400 dollars (lists for right at 200 dollars on Spyderco's website), and you can even select from different choices of handle material.
It even looks "gentlemanly".

I believe the Kershaw Chive meets all your requirements, other than the blade steel being only 420HC. I'm not real excited about that steel, either, but a blue-black Chive will be my "gentleman's folder" nonetheless. Btw: The AO on the Chive works like a dream. I would've never believed a folder so small being so easy to deploy.
 
My favorite 'dress' knife is my BenchMade HK29 model 14210. Its a super looker, perfect size and the lock is second to none and also ambi by design. Priced at $106 plus shipping from Newgraham its a good deal in a strong locking reliable gents folder.

I agree with CRK's Mnandi.The top of the line for gentlemans folders.Don't let the talk about "dress knife" fool you,the Mnandi will do any work that a folder can do.
 
I have looked around and can't come up with something better to fit your specs than WH. I just saw some MOP and some burl woods under your budget and under your weight limit. I cannot disagree either with the CRK's.

As for myself, I carry around a S30V Leek. You could also try a ZDP bld. Ti frame Leek and have money left over to add a second knife to your rotation ;) .
 
Guys, I appreciate the help. Forgot to say "no linerlocks"! Decided on a WH Lancet ($300). It's a little smaller than I wanted (and I could have had a larger WH) but I like the steel (ZDP189) and the weight (1.1 oz, I think). May go w/ another WH sometime but will also try the Mnandi and, if I'm lucky, an Umfaan. The Opportunist may also get the call.

Edited to say: Opportunist is LL - won't try that one!
 
Maybe Benchmade 770 if you can find one.
REALLY sweet knife with Carbon fiber scales.
 
Pity, you've pulled the trigger already. You can easily get a Small Model 2 from Mike O for under $400. They have 3" blade in S30V, Ti frame and the workmanship is second to none. Best value for money folder imho.
