I think im liking the caly 3 mainly because the blade is long and not as wide as the chaparal and is more asthetically pleasing in my opinion

Based on my experience, this should be your primary factor. I have been most satisfied with the knives I thought were pretty or cool looking, not the ones with the fanciest steel or materials.
If you already have a knife in mind, go for it.
 
I have recently discovered French knives and anyone of these 3 elegant knives from Chambriard of Thiers would fill the bill of Gentleman's Knife. The design and craftsmanship is superb and for EDC knives the smaller two are perhaps more suitable than the larger model. Check out the file work on the back-straps of these beauties.They are from top to bottom: Le Trappeur, Le Compagnon and Le Compact.

Ok so figured out i want a Gentlemans knife for edc that can be used for tactical use if needed. Like the Spyderco centofante3. Like the smooth grips 40-90$

You just described Emerson's Gentleman Jim. (Except it is a bit out of your price range.) :(

I Know Of A Few:
Spyderco - Any Of Their Knives That Can Be Found In Stainless Models - Delica, Endura, Police, Dragonfly, Kiwi, Spin, Etc.
Also, Chaparral, Sage 1, Caly 3 CF, Cat, Chicago, Persistence Or Tenacious Could Work, Cricket, Native 4 or 5.

Byrd - These Are Cheap - Made By Spyderco - Amazing Quality - And You Can Get Them In G-10 Or Stainless. I Don't Think FRN Is Very "Gentleman" Like.

Kershaw - Leek, Scallion, Chill, Skyline, G-10 Hawk, Centofante Fits The Bill Perfectly!! That's What I Would Go With.

Benchmade - There Are A Few Models.
 
Benchmade/Harley Davidson 13960 Osborne. $89.95 at a certain popular internet knife seller. 3.1" blade, 2.2 ounce weight, Aluminum and G-10 handles, S30V. It is the silver knife in this picture:

To my taste that Gentleman Jim is one of the least gentlemeny knives I know of.

The OP asks "for tactical use if needed", which probably means one-hand opening preference.
Gentlemen style then refers to nice, elegant material. Wood or bone, if modern then CF. Usually not G10 but polished G10 can be ok.

I'd recommend the splendid brand Mcusta but they are a bit over budget.

In the end, within budget and following the needs I'd recommend the Boker Plus Exskelibur 1.

I'd second the Mcusta, but you may want to stay away from the Nami. It is a framelock, not a linerlock, and mine is very hard to open with one hand.
The Mcusta knives that use Teflon washers are easy one-hand openers. I see the smaller ones as more like Gentlemen's knives. They have blades of about
2 3/4" (70mm) and are less tactical in appearance. If you want a less expensive model, the basic costs less, but is larger.
I have the Take in Staminawood. It is a very pretty knife, but way over your budget. The Gentlemen's knife is less expensive, and the basic is at about $90, but larger.
I don't see a knife with a blade over 3" as a gentlemen's knife, but that is just my view. Others clearly have a different opinion. It is your opinion that counts.
 
Have to second Mcusta - the Damascus blades can be a bit pricier, but I really like the blade shape and wooden finish.

Emerson Gentleman is very impressive - is it even possible, to hint, at the slightest possibility, of Emerson doing a slim folder with a "posh" finish to the scales? Sorry , sacrilege!

I have a Puma Tec Damascus Folder that fits the bill. Will try take some photos, then try figure out how to display photos.

For $130 you can get a Benchmade 470 Emissary. Yes it's a little over your price but what a great knife. Deep pocket clip, 2.2oz, S30V, and wicked fast deployment.

I have the Emissary and much prefer the BM 340 Aphid at half the cost.

It may be just me, but as soon as I opened the box, there was something I didn't like about the 470.

YMMV, obviously.
