Are you trying to send it to a specific person and not seeing that tab?

If so, they may be a registered user or have it so only folks they follow can send them a message.

If that's not it, then I'm a little lost too.

Emailing from the forums is no longer a thing but the rest are still there for you. You just don't see them as they are not actions you can do to your own profile. Click my username and you should see all those options.

If you are working from a computer rather than a phone, then it might be a corrupted cookie.
Try this:
Log out.
Clear your browser's cookies
Close the browser.
Then open the browser and log in.
