new member here . What do I do about a gold member on this site COMPLETELY ripping me off for 250 bucks I’m about to call police in his home town and have his PayPal account frozen !

If you choose to resolve the problem through the legal system, you don't need the police. It's a civil matter for small claims court, at most.

You didn't leave any names of the disputing parties behind. Just lock the thread.

I don't think you can lock the thread without a paid membership.
Just use the "report" button in your original post and request that a moderator move it to the GBU sub-forum.
