+1 to the letting her pick it. Don't assume that she's gonna want a small knife. Mine ended up getting a Spyderco Tenacious (just so she'd understand what a good knife could be like--now that she's hooked, we'll be looking for bigger and better). Ritter Grip or Mini-Grip might be a good choice too.
 
Another vote for the Swiss Army Knife. My wife carries two of them, a Tinker and a Classic on her keyring. She is amazed that often she is the only one at a gathering who has a knife, or scissors, or tweezers, etc.
 
+ 1 on letting her choose... even tho u should have an idea of how knife-friendly she is, and kinda "drive" her through.
If she is, I assume that fancy Spyderco's would make an excellent choice, cause of quality and looks (thumbhole, colours, etc).
If she's not, then SAK will probably be the best option...even if u want to slowly turn her into a knife fanatic, it could be a good starting point. Also, Victorinox makes some stylish scales that might fit with her handbag :-)

I bought both of my daughters a Spyderco Spin and they love them. Small, thin, lightweight, and they clip to the inside of their purse for easy access. If you want something a little larger the Dragonfly is another great choice.

Does she actually want a knife? As a female into knives, I can tell you right off the bat that if she has no desire to carry a knife, she probably won't.
If she's at a maybe, something like a SAK classic on her key chain could be a nice introduction.
If she wants an EDC knife, you should let her pick it out :)
 
My wife's one and only edc for her purse is a Cabella's D2 mini griptilian. She could open and close it safely from the get-go and it does everything she needs. I let her pick from my very modest collection with the offer to buy something different if she didn't like what I had.

The cat claws and straigths are very hard to take away from someone - so your girlfriend is less apt to have her defense knife used against her.
